Bay Area business owner re-dumps mountain of trash on customer driveway after broken promises on payment. Was he right?


Imagine renting a dumpster only for the trash to end up plopped right back onto your driveway. That’s what unfolded on San Pablo’s 19th Street after a rental dispute between a cleanup company and a customer took a messy turn (1).

According to Express Rental Dumpster — which bills itself as the top-rated dumpster company in the Bay Area — a group moving out of a home had arranged for a bin to handle debris. Ring camera footage shows it was delivered and placed as requested, but owner Martin Perez said payment never went through.

“They keep saying, like, ‘Oh, I’m gonna pay later. I’m gonna pay later. I’m gonna pay later,’ and never did,” he told KTVU News. “Or say, ‘I’m gonna put money on the card so you can charge.’”

After multiple attempts to collect, Perez said the company returned to retrieve the bin, which by then was full. Instead of hauling it away, the contents were dumped back onto the property.

One neighbor said the situation led to the police being called. Officers later instructed the driver to move the debris off the sidewalk and back onto the property.

“She says she paid $700 for it, and then, all of a sudden, I see him back up and dump it all on the ground. I don’t really know what that was about,” said a neighbor identified as Mary.

The situation worsened as scavengers began sorting through the debris, further spreading waste across the area.

Under San Pablo’s municipal code (2), property owners are required to keep adjacent sidewalks and surrounding areas clear including removing any illegally dumped items. That means responsibility for cleanup can still fall on the resident, even if they didn’t cause the mess.

Neighbors eventually stepped in to cover and contain the debris, but the situation has since drawn the attention of local officials. San Pablo Code Enforcement has opened a case (3), which could potentially fall back on the tenant, who neighbors say still lives in the area.

While the dumpster drop may have raised eyebrows and even struck some as petty, Perez said it ultimately came down to cost.

In the San Pablo area, renting a dumpster typically costs between about $600 and $770, depending on the size of the bin and rental period (4). But prices can vary widely once factors like delivery fees, weight limits and disposal costs are factored in.

Perez told the station he had already absorbed delivery and pickup costs. Transporting the debris to a landfill would have added hundreds more, increasing losses on an unpaid job.

If you wake up to a surprise pile of trash outside your home, it’s important to document the situation (5). That includes taking photos, noting the time and location, and recording details like a license plate number or vehicle description. Residents may also have access to local disposal programs to help remove waste safely, especially if it wasn’t theirs to begin with.

But one key thing to know: leaving trash on a sidewalk or other public space is usually considered illegal dumping and it can come with fines. In California, this is treated as a minor offense, but penalties can still range from about $250 to more than $3,000, depending on how many times it happens (6). And in some cases, the responsibility for cleanup may still fall on the property owner, even if someone else caused the mess.
